The problem was that values determined to be numeric were being sent raw (without surrounding quotes) to the database.
Conversion to a number and back to a string for the title field is not always perfect, hence the corrupted value.

I've removed the special case, so now even numeric-looking values will be escaped. The given title now works correctly, and
shows normally in Special:Newpages when created.

Fix in 1.4, 1.3.3 CVS, and put live on Wikipedia*.
