Disable uploads on Swedish Wiktionary

Description:
We, on the Swedish Wiktionary, see no use (according to the discussion indicated
at the given URL) to allow local uploads of files, but to let commons take care
of everything in that respect. Would someone please make the necessary changes?

reservations for this request. Until a workable solution comes about this should

Actually I am inclined to withdraw my original objection. Since this is only for
a wiktionary. We still need a workable solution for the drive by copyvio uploads
from es wiki.

Wiki updated. Upload is now disabled on sv wiktionary.
