Description:
When one inadvertently ends up at Special:Categories, there is no introductory
text to tell you what the list is nor where to go to find something actually
useful (such as links to Wikipedia:Category and Wikipedia:Browse by category.
As it currently stands, this page does nothing for you... Would also be useful
to add some feature that would at least take you to categories by letter of the
alphabet, I guess.

Yep. You want http://meta.wikimedia.org/wiki/MediaWiki:Categoriespagetext
